The best way to check that is to look at the strength. I think each point of strength will increase your carry capacity by x amount (I do not know off the top of my head). But, take the strength carry capacity before you drink the potion and then take the carry capacity after you drink the potion.
There's an agility perk to mitigate this, but it still sucks. Shakes- It's not world-ending, but it is equivalent to losing 4-5 levels in the various skills (Lockpick, Pickpocket, bow etc). Towards the end it still doesn't matter, but trying to level up and thieve near the beginning is horrific.

Level Cap is an achievement in Kingdom Come: Deliverance. You must reach Main Level 20: reach Strength, Agility, Vitality and Speech level 20.
